2. SALIENT CHARACTERISTICS.
2.1 General description. The rope shall be of either a three or a four strand construction and shall be fabricated from musa textilis fiber, sisal, jute, or cotton fiber. The rope shall be furnished with either a n natural finish or with a mildew resistance treatment conforming to the requirements specified in T-T-616 (see 5.1). No materials shall be added for the purpose of weighting the rope. The percentage extractable matter by weight shall not exceed 25 percent. The maximum allowable water absorption by weight for jute and cotton rope shall be 25 and 35 percent respectively.
3. QUALITY ASSURANCE.
3.1 Certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 Regulatory requirements. The offeror/contractor is encouraged to use recovered material in accordance with Public Law 94-580 to the maximum extent practicable.
4. PACKAGING.
4.1 Put-up. The rope shall be furnished in coils or on tubes. No piece of rope shall be less than 100 feet. The minimum length shall be 3500 feet for 3/16 inch (diameter)rope, 2200 feet for 1/4 inch rope, 1400 feet for 5/16 inch rope, and 1200 feet for sizes 3/8 inch and up. The ends of the rope shall be whipped or taped to prevent unlaying or untwisting. Each coil shall be secured with four ties.
4.2 Packing.
4.2.1 Packing for coils or tubes weighing under 100 pounds. Each coil or tube of rope shall be packed in a fiberboard container conforming to RSC-L, grade V13c of PPP-B-636. The container shall be closed by method V as specified in the appendix of PPP-B-636.
4.2.2 Packing for coils or tubes weighing over 100 pounds. Each coil or tube of rope shall be packed in a cleated plywood container conforming to overseas type, style A or I, type II load of PPP-B-601. The container shall be closed in accordance with PPP-B-601.
