3.3 Breaking strength. The twine breaking strength requirement shall be determined by FED-STD-191, Test Method 6016 (see Table I).
3.4 Mildew-resistant. When mildew resistant twine is specified, the twine shall be treated with copper-8-quinolinate. The color shall be that the shade imparted by the treatment on natural-color twine. The inhibitor shall be applied from a solvent bath process so as to deposit within the twine a minimum of 0.13 to a maximum of 0.40 percent copper as metal from copper 8-quinolinate. The resins are of a non-oxidizing type and free of other copper compounds or naphthenic acids and its salts.
3.5 Workmanship. The twine shall have no defect that affects appearance or serviceability.
3.6 Measurement system. The values stated in inch-pound units are to be regarded as the standard. The metric values stated in parentheses are for information purposes only.
3.7 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances specified and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerance specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable.
3.8 Commercial item. The use of the term “commercial item” in this document does not imply that any item or items offered are not required to conform with all requirements specified herein.
4. REGULATORY REQUIREMENTS.
4.1 Regulatory requirements. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
